The Lamar Police Department is releasing the following information pursuant to Colorado Revised Statues 16-13-901 through 16-13-905, which authorizes law enforcement agencies to inform the public of a sex offender’s release when the offender has been determined to be a Sexually Violent Predator. The purpose of this notification is to enhance public safety and protection.
The individual depicted in this notification has been convicted of a sex offense that requires law enforcement registration. This person has been determined to present a high potential to re-offend and is therefore subject to community notification regarding his/her residence in this community.
The Lamar Police Department has no legal authority to prohibit sex offenders from living in our community. Sex offenders have always lived in our communities, but they were not required to notify law enforcement until registration laws were implemented.

Age: 49
Desc: W/M 6’, 195, Brown hair, Blue eyes, Numerous tattoos on his body.
Address: 306 N 11th St, No Vehicle, No employment.
OFFENSE INFORMATION:
*Research indicates that most sex offenders have engaged in a variety of sex offenses and have offended against people they know as well as strangers and both male and female victims of various ages. Most sex crimes are never reported and most offenders are never detected. The greatest risk of sex offense is from people you know.
Current conviction: Rape
Offense pattern: Stuart was convicted of Rape in 2003.
Other criminal convictions: Multiple assaults, weapon offense and attempted homicide.
CRIMINAL JUSTICE STATUS:
Stuart must register quarterly as a sex offender for the rest of his life.
There are approximately 10,979 sex offenders registered in Colorado with 17 registered in Lamar. The Rape Assistance Program (303) 322-7273 is available to make referrals to other local resources to help those who have been impacted by sexual assault or this notification process. *Anyone who uses this information to harass, threaten, or intimidate a registered sex offender, his/her family, or anyone involved in his/her management will be subject to criminal prosecution.
